Torchwood has had their eyes on him for a while now. They can tell that he’s not quite as human as them, because it’s fairly obvious, but the problem is that it’s a little bit too obvious- if he is an alien, wouldn’t he try to hide it better? Torchwood 1 had dismissed it as a gag on the show, but Jack, over at Torchwood 3, has a little more experience in the aliens department and in the hiding department and knows that sometimes the best hiding
